The article in the February 2016 issue of A to B is mainly about the new Borders line, but includes:

‘An unexpected consequence of rebuilding a railway against such odds is that just about every other scheme now looks relatively easy. From Tavistock to St Andrews, protesters now need only to shrug: ‘It’s an easier construction job than Edinburgh to Tweedbank.’

And we certainly do!
