Courier reports Transport Scotland's procrastination

The Courier reported the extraordinary length of time that Transport Scotland is taking to respond to the Initial Options Assessment. It was submitted at the end of May and as yet Transport Scotland has not only failed to respond, but neither has it paid the money for the consultants' fee.
